As your Representative at the State Capitol, Kymberly has worked to ensure that Government makes Ewa Beach a PRIORITY. Now, we must make it a priority to reform government. Upon Kym’s re-election, she will introduce the following common sense reforms to bring honor back to Hawaii’s government and to help you get your tax money’s worth.
JOBS CREATION ACT
Many businesses are trying to open or stay afloat on the Ewa plain. She will introduce legislation that reduces government start‐up costs and processing time on permits and approvals. Provide tax credits for companies that manufacture and export goods and services from Hawaii and employ Hawaii residents. Provides healthcare cost reimbursements to small businesses that hire new employees.
NO NEW TAXES ACT
Changes House Rules to require a super‐ majority vote to increases in the cost of living on Hawaii’s people. Rep. Pine believes that City property taxes and sewer and water fees are too high and that the state must do its part to better manage its money and lower taxes for those who are struggling.
LOWER YOUR ELECTRICITY BILL ACT
Provides access to photovoltaic and solar systems for homeowners and small businesses by defraying upfront installation costs. Program is funded through state bonds repaid over 20 year amortization period helping Hawaii homeowners to substantially lower their electricity costs.
TERM LIMITS FOR LEGISLATORS ACT
Encourages citizen legislators by limiting Senators to two terms and Representatives to four terms. Allows for new solutions from people with new ideas.
CONTROL GOVERNMENT SPENDING ACT
Ensures compliance with the constitutional cap on government spending by not allowing any appropriations beyond the ceiling limit. Requires “price tags” for all legislation so voters know exactly how much each piece of legislation will cost (or save).
OPEN, HONEST GOVERNMENT ACT
Requires that “sunshine laws,” which help assure government business is more transparent, apply to the Legislature and that changes to legislative bills are not
made behind closed doors.
THE PEOPLE’S VETO ACT
Provides citizens with referendum power to recall or veto bills passed by the Legislature or signed by the Governor. This serves as a safety valve for harmful legislation.
FOLLOW THE MONEY IN EDUCATION ACT
Rep. Pine will do everything it takes to provide teachers and principals the resources they need to succeed. Requires an independent, comprehensive financial and management audit of the Department of Education. This hasn’t been done sine the 1970s.
HIGHER PAY FOR BETTER PERFORMANCE ACT
Ensures “Race to the Top” educational reforms are carried out, including extra funding to schools that implement innovative programs and performance‐based salary increases for teachers. Also requires that 90% of funds go directly to students or teachers at the classroom level.
BAN SCHOOL FURLOUGHS ACT
Special Interests will never be allowed to force school furloughs on our kids again.
All decisions must allow a student and parent advocate. This act requires
mandatory school days by law.
